The minutes (scanned; read by OCR) say Altigen intends to build natural gas power plants on private property east of Wellington; that BLM offered Carbon County the option to hold the right-of-way for a pipeline across the North Coal Creek area; that Altigen will bear all environmental work, costs, maintenance and erosion control, and the county is not paying; and that the commission voted to enter 'the beginning stages' of the right-of-way.
